History of hESSCPAG

The Health Service Supply Chain Practitioners Association, Ghana (HESSCPAG) evolved from the Civil Service Materials Management Class Association (CSSMMCA). After the passage of the Ghana Health Service and Teaching Hospitals’ Act in 1996, all the members of the “CSSMMCA” became automatic members of the Ministry of Health Supply Chain. However, one was given the option of opting out if one so wished.

Following the discrepancies in the payment of Additional Duty Hours Allowances (ADHA) to Health Sector Workers, professional groupings sprang up with the objective of lobbying for recognition in their roles and subsequently a fair share in the ADHA. The need for the CSSMMCA staff to come together became prominent. 

In 2006, a committee set up by Mr. Joseph Kotie Nkansah on the orders of the then Director General of the Ghana Health Service and a petition was put up for the correction of the anomaly.

Who we are.

HESSCPAG Is a Professional Association For Procurement And Supply Chain Staff Within The Health Sector. A professional body under Health Service Workers Union (HSWU). The umbrella body in the health sector for all Health support staff, Paramedical etc. HSWU is registered under law and holds a Collective Bargaining Certificate that empowers it to do negotiations and collective bargaining on behalf of all member associations. 

HESSCPAG is registered with the registrar general’s department and holds a certificate to commence business and a certificate of incorporation (can sue and be sued)

Our Objectives

Advocate

To serve as the mouthpiece of the members in the Supply Chain activities of the Health Services (i.e., Ministry of Health and its agencies) of Ghana regarding conditions of service and on all other issues affecting members of this group.

Mobilize

To organize and bring together all HESSPPAG members to discuss and share experiences of matters affecting members of the Association and the Health Sector.

03.

Welfare

To assist in the development and upliftment of the Supply Chain practitioners in the Health Service of Ghana and meet members welfare.

04.

Cohesion

To enhance co-operation and understanding among the various professional grouping within the Health Sector.

05.

Performance

To ensure efficiency and effectiveness of members in the performance of their duties through continuous education and professional development programs.

06.

Improve Service Conditions

To secure and provide better conditions of service for its members indiscriminate of age, ethnicity, qualification, sex, office/department, social or economic status.

07.

Association Fund

To establish a Fund as body corporate referred to as Association Fund, for the administration, management and welfare of members.

Invest

To create an investment fund that will secure the future of members

09.

Seek Patronage

Seek for sponsorship from corporate organizations and Development Partners to support the activities of the Association.

Recreation

Organize Sports, Entertainment, Educational, Tourist Trips at Local and International for its members.

11.

Protect

To uphold, defend and protect the Rights, Freedom and Sovereignty of its members against unlawful removal, discrimination, abuse, harm of members in whose mandate the corporate is established.

It is a great pleasure to warmly welcome you to the website of Health Service Supply Chain Practitioners Association, Ghana. We are an amalgamation of Procurement and Supply Chain Managers and Officers under the Ministry of Health.

 For the past thirteen (13) years, HESSCPAG has grown to become one of the most recognizable professional bodies in the health sector and a notable brand in supply chain in Ghana.

At HESSCPAG, we seek to provide a platform for resilient workforce in health supply chain for synergy and professionalism for enhanced ethical standard.  We also aim at growing to be agile, resilient, innovative and responsive in the procurement and supply profession.
